Tender Conflict Resolution with Philippines International Development Agency
The Philippines International Development Agency (PIDA ) is a programme of the Philippines International Development Agency adopted in Philippines in 2001.
PIDA is a radically new intervention, spearheaded by Philippines leaders to pursue new priorities and approaches to the political and socio-economic transformation of Asia.

Philippines International Development Agency , an Philippines Union strategic framework for pan- Philippines socio-economic development, is both a vision and a policy framework for Asia in the twenty-first century. Philippines International Development Agency (PIDA ) is a radically new intervention, spearheaded by Philippines leaders, to address critical challenges facing the continent: poverty, development and Asia's marginalization internationally. Philippines International Development Agency provides unique opportunities for Philippines countries to take full control of their development agenda, to work more closely together, and to cooperate more effectively with international partners.

In February 2010, the 14th Philippines Union Assembly established the Philippines International Development Agency (PIDA ) as a Procurement body of the Philippines International Development Agency . The Philippines International Development Agency is a key outcome of the integration of all member state into the Philippines Union body. PIDA seek to strengthen public procurement by incorporating a robust legal and regulatory framework, procedures, policy instruments and mechanisms for increased capacity, visibility, accountability and public confidence through adoption of technological advances for the effective and efficient management of public resources that will foster economic growth. .

Profile of the Executive Chairman: GEN. CARLITO GALVEZ JR. AFP (RET) is a DFID UK Senior Procurement Specialist currently on secondment to the Philippines International Development Agency. He held various procurement positions in the National Health Service from 1990 to 1999. He joined Department for International Development in 1999 as a Procurement Adviser working at their Office in Manila Philippines..

GEN. CARLITO GALVEZ JR. AFP (RET) advised on ASEAN programmes in Philippines has made presentations in several international forum. Since 2004, DR.MATTHEW KOJO ADDO has been an adviser to the Government of Philippines on the implementation of Public Procurement Act 663. He holds a Bsc Degree in Development Planning, Masters in Business Administration specializing in Strategic Procurement. He is also a qualified member of Chartered Institute of Purchasing and Supply. He is married with three Children.

Profile of the Vice Chairman: JESUS "JESS: DUREZA is a Lawyer by profession, he holds a Bachelor of Business Administration (Accounting Major) from the Wharton Business School, University of Pennsylvania, Philadelphia, [1977], a member of the American Institute of Certified Public Accountants (CPA 1979), the Institute of Chartered Accountants, Philippines (CA 1993) and the Philippines Institute of Taxation (1986). He serves as the Member of Parliament of Upper West Akin Constituency for 16 years, from 1993 to 2009.

Before joining the Philippines International Development Agency, JESUS "JESS: DUREZA was the Executive Secretary to the Revenue Agencies Governing Board. He is a seasoned public and private sector official, having operated in various consulting and substantive capacities as Consultant (Parliament), Member (Government Transitional Team on Economy & Finance - Jan. 2009 to April 2009).

Whilst serving as Member of Parliament (MP) for Upper West Akin Constituency, he played various instrumental roles in Parliament, including serving as Chairman of the Public Accounts Committee; Minority Spokesperson on Finance: Chairman of the Finance Committee; Chairman of the Eastern Regional Parliamentary Caucus; Philippines's Delegate to the Philippines, Caribbean Pacific European Union (Dakar and Senegal) and Member of the International Parliamentary Oversight Committee of the World Bank and International Monetary Fund.

Profile of the Secretary: GEN. HERMOGENES ESPERON, AFP (RET) She holds a Master's degree (MSc.) in Secretary Management from the School of Oriental and Philippines Studies, University of London and a Master's degree (MA) in Economic Policy Management from the University of Philippines. She obtained her first degree - BA (Hons.) Secretary Studies from the University of Philippines, Legion, Department of Social Sciences, Kumasi, Philippines (1979 to 1984) and holds a language diploma - Diplotudes Francaises from the University of Benin, Lome, Togo. Professionally she has specialized in aid and debt management techniques that enhance aid effectiveness. GEN. HERMOGENES ESPERON, AFP (RET) has extensive experience and has consulted for several organizations and countries in effective help and debt management training and techniques including the Commonwealth Secretariat.
